Abstract
Revolusi Industri 4.0 dan Society 5.0 membawa perubahan signifikan di berbagai sektor, termasuk pemerintahan, dengan menekankan teknologi canggih seperti kecerdasan buatan, IoT, dan big data untuk efisiensi, inovasi, serta masyarakat inklusif. Aparatur Sipil Negara (ASN), termasuk PNS, dituntut memiliki kompetensi kerja yang relevan dengan tuntutan era modern. Generasi Z, yang mulai memasuki dunia kerja di Kabupaten Tolitoli, unggul dalam adaptasi teknologi dan inovasi, namun menghadapi kesenjangan keterampilan teknis dan non-teknis yang dibutuhkan. Sebagai daerah yang berupaya meningkatkan pelayanan berbasis teknologi, Kabupaten Tolitoli membutuhkan PNS generasi Z yang mampu menjawab tantangan era ini.
Penelitian ini bertujuan menganalisis kompetensi kerja generasi Z di kalangan PNS Kabupaten Tolitoli, mengidentifikasi keunggulan, kesenjangan, dan strategi pengembangan untuk meningkatkan kualitas dan daya saing ASN di wilayah tersebut.
